IRVING INDEPENDENT SCHOOL DISTRICT EXECUTIVE DIRECTOR OF SECONDARY SCHOOLS JOB DESCRIPTION JOB TITLE: Executive Director of Secondary LENGTH OF WORK YEAR: 230 Schools REPORTS TO: Deputy Superintendent of School Leadership PAY GRADE: Admin/Prof- 09 DEPARTMENT: School Leadership DATE REVISED: March 2021 PRIMARY PURPOSE: Supervise the instructional program for all secondary schools (middle, high and alternative) that meet the needs of students and the mission of the school district and provide leadership that produces high levels of student learning. Coordinate the overall operation of secondary schools, including instructional leadership and assessment of learning. Ensure the effective management, coaching, mentorship and professional learning of school leaders in ways that drive significant student achievement gains. Work in conjunction with the Executive Director of Academic Support Services to ensure consistent support provided by assigned instructional coordinators to meet the specific needs of schools based on a comprehensive system of student assessment data and results. Assure that state laws and state board of education rules, local board policies, approved administrative procedures, principal and director evaluations, conflict resolution, and campus and department budgets are implemented appropriately. QUALIFICATIONS:

  • Master's Degree; Doctorate preferred
  • Valid Texas mid-management administrator certification, principal certificate, or equivalent
  • Valid Texas teaching certification Special Knowledge/Skills
    • Knowledge of practices for principal growth and development
    • Knowledge of middle and high school curriculum and of research-based, successful instructional strategies for secondary students
    • Knowledge of Texas Accountability System
    • Ability to exercise good judgment in decision making
    • Excellent communication, public relations, and interpersonal skills
    • Knowledge of laws, rules, procedures, and programs specifically related to the operation of high schools in Texas
      • Demonstrated ability to identify areas of needed growth and development and to develop improvement strategies that result in improved performance for students, programs and schools
      • Ability to create, organize, implement and evaluate plans that result in desired outcomes for students and staff
      • Demonstrated knowledge and understanding of effective use of technology for instruction and administrative functions
      • Demonstrated knowledge of graduation requirements under House Bill 5
      • Demonstrated ability to provide constructive feedback to staff that results in improved performance for students and staff
      • Knowledge of processes for submitting, monitoring and evaluating competitive grants
      • Knowledge of categorical funding streams and the interplay between state and federal funds
      • Knowledge of compliance requirements in state and federal programs
      • At least three (3) years successful teaching experience
      • At least three (3) years successful administrative experience as a middle or high school principal
      • Experience in mentoring campus leaders preferred
      • Central office experience preferred MAJOR RESPONSIBILITIES AND DUTIES: School/Community Relations:
        • Articulate the district's mission to the community and solicit support in realizing the mission.
        • Know and respect the district's/community's diverse needs and set expectations to meet those needs.
        • Encourage and support the expansion and promotion of effective family and community engagement strategies
        • Promote a positive image of the district and maintain a positive working relationship with parents and the community.
        • Solicit assistance from business persons and others from the community to assist in school functions and programming.
        • Assist in the implementation of parent education programs. Instructional Management:
          • Lead assigned principals to formulate, implement, and monitor an effective and productive classroom instructional program that meets the needs of all students.
          • Examine and utilize the results of formative and summative assessment results to evaluate and improve the instructional program.
          • Monitor and guide the development of professional learning communities on secondary school campuses.
          • Review student performance data for secondary school students and meet regularly with all secondary school principals to develop plans for best meeting learning goals and assessment performance for students in assigned programs.
          • Promote and oversee implementation of programs to address the needs of at-risk students and recovery of dropouts.
          • Promote and assist in the planning and implementation of secondary summer school programs.
          • Provide leadership for planning, implementing and facilitating principals' meetings.
          • Motivate and encourage assigned principals to implement innovative instructional strategies and programs.
          • Deploy assigned instructional coordinators as needed based on a variety of student assessment data in an effort to support teachers and principals.
          • Meet regularly with department directors to reassign instructional coordinators to address areas of needs as identified through a variety of sources (conversations with principals, student assessment data, teacher performance and development, etc.). School/Organizational Climate:
            • Promote high expectations for performance and positive staff morale in working with middle and high school teachers, campus administrators, and central office personnel.
            • Exhibit honesty, integrity, dependability, competence, and a professional attitude in the performance of duties and responsibilities.
            • Work effectively with teachers, campus administrators, program directors/central office staff, and parents in conflict resolution issues.
            • Demonstrate and reinforce strong commitment to success for ALL students in our diverse community.
            • Encourage and assist assigned principals in developing systems of organizational structure. School/Organizational Improvement:
              • Oversee and work collaboratively with colleagues to develop and implement the District Improvement Plan and the district's Strategic Plan that focuses on student success.
              • Guide the development and implementation of middle and high school campus improvement plans to address district goals and objectives.
              • Assume leadership in the reorganization and restructuring of various aspects of the middle, high and alternative school programs when needed.
              • Assist middle, high and alternative school principals in developing schedules that maximize learning time and promote student access to all programs.
              • Assist middle, high and alternative school principals in developing a continuous improvement model.
              • Coordinate the efforts of assigned instructional coordinators in order to support schools toward meeting their goals for student achievement.
              • Work with direct reports to develop comprehensive plans for program improvement.
              • Work collaboratively with other directors to provide a comprehensive system of school support.
              • Assist with campus budget development to ensure resources are properly aligned with district and campus needs. Provide for budget training on an annual basis for assigned campuses.
              • Read/Review current educational research and assume leadership in implementing research-based practices designed to increase performance of students, programs and schools.
              • Implement and use a continuous improvement model for increasing performance for students, programs and schools.
              • Work collaboratively with other directors to provide a comprehensive system of school support.
              • Direct and coordinate the annual review and analysis of student data and make recommendations for improvement to the Deputy Superintendent of School Leadership for assigned programs.
              • Employ a collaborative decision-making process that fosters and promotes collegiality and team building.
              • Employ effective communication processes, which include listening to all constituents, in an effort to anticipate, manage and resolve conflict.
              • Assume appropriate leadership in interviewing, recommending for employment middle, high and alternative school principals and assistant principals.
              • Recommend in cooperation with the administrative team, the retention, transfer, or dismissal of middle, high and alternative school principals and assistant principals as part of the annual evaluation process.
              • Define expectations for middle, high and alternative school principals' performance.
              • Encourage the development of leadership among middle, high and alternative school principals.
              • Provide leadership training for middle, high and alternative school administrators.
              • Develop systems of support for new principals and aspiring principals (assistant/associate principals).
              • Conference regularly with assigned staff to discuss performance, develop improvement goals and identify professional development and training opportunities.
              • Develop system of supports to improve job performance of direct reports as needed
              • Provide effective technical assistance to principals and teachers in regard to assigned programs and grants. Administration and Fiscal/Facilities Management:
                • Develop and manage annual budgets for the department of teaching and learning based upon achievement data, estimated enrollment, projected staffing, and other fiscal considerations.
                • Supervise the development and implementation of the CTE, Guidance and Counseling department budgets.
                • Comply with all regulations and procedures regarding fiscal management.
                • Assist in designing and managing the use of facilities needed for classroom instruction and the overall operation of the middle, high and alternative school education program.
                • Initiate and monitor reports as needed for the management of budgets, grants, equipment and facilities within job responsibilities.
                • Work collaboratively with the Director for State and Federal Programs to seek grants and other sources of funding for secondary initiatives.
                • Assist with campus budget development to ensure resources are properly aligned with district and campus needs. Provide for budget training on an annual basis for middle, high and alternative school principals and assigned Coordinator.
                • Work with colleagues to guide the development and implementation of campus improvement plans to address district goals and objectives, particularly as they relate to Title I, State Compensatory Education and instructional requirements for English Language Learners.
                • Assure compliance for Title I schools and the district in the ten components of Title I programs as identified in federal law.
                • Assist in the coordination of the district's efforts to pursue outside funding through federal entitlement programs, discretionary/competitive grants, and state or foundation grants Student Management:
                  • Assist in the development of district criteria for grading, awarding credits, classifying students and graduation requirements.
                  • Provide leadership for middle, high and alternative school principals to implement a student management system that encourages positive student behavior and enhances the school climate.
                  • Provide leadership for middle and high school principals to ensure appropriate placement of students in special education, English as a Second Language, Pre-Advanced Placement, Advanced Placement and Gifted and Talented.
                  • Provide leadership in organization of appropriate orientation programs to enable smooth transitions between schools (middle school to high school).
                  • Monitor the Student Code of Conduct to ensure that it is consistently and fairly administered.
                  • Oversee the development of the Middle, High and Alternative Schools Student Handbooks.
                  • Assist in the coordination of High School Commencement Ceremonies and Summer School Graduation; serve as district liaison for High School Baccalaureate.
                  • Review discipline data/placements to assist in the development of effective student management plans.
                  • Assist departments in building and sustaining student engagement programs for students. Professional Growth and Development:
                    • Use information provided through assessment instruments, the appraisal process, and staff input to improve job performance.
                    • Attend professional development activities and apply new learning to improve job performance.
                    • Provide appropriate leadership in addressing current educational issues.
                    • Read professional journals and other pertinent materials and apply learning to enhance professional growth.
                    • Practice professional ethics according to local and state codes.
                    • Model 21 st century technology use in meetings and trainings.
                    • Keep current on federal and state laws regarding Title programs and SCE funding. --SUPERVISORY RESPONSIBILITIES:-- Assume major leadership in the annual evaluation of:
                      • Middle, High and Alternative School Principals
                      • Coordinator of Secondary Academic Support
